El Ministerio de Comercio Exterior y Turismo de Perú adjudica a Indra la plataforma portuaria de la Ventanilla Única de Comercio Exterior

Peru’s Ministry of Foreign Trade and Tourism (MINCETUR, per its Spanish initials) has awarded Indra for the country’s Single Window Port platform for Foreign Trade (hereinafter, VUCE, per its Spanish initials), following an international bid in which five business groups had participated.

Indra’s solution will enable the various agents and authorities of the port community to interact electronically and to only have to state the required information in connection with the vessel’s stopover in any of Peru’s ports once, thus improving their competitiveness and sustainability.

The project, funded by the IADB, will involve the digital transformation of Peru’s maritime services and will contribute to the improvement of their competitiveness, capacity and sustainability, as well as to the improvement of the fluidity, transparency and security of operations in the port logistics chain. Thus, Indra will contribute to improving Peru’s foreign trade and its development.

The port platform that Indra will develop is one of the 12 VUCE system components, together with the solution for the issuance and management of the Certificates of Origin and the component that manages the authorizations for restricted goods, among others. The VUCE works as an integrated system, which enables the various agents involved in the international trade and transport, to electronically manage the procedures required by the various competent entities, in accordance with the regulations in force for the transit, entry or exit of goods from national territory.

Through the new web portal, the end users will be able to easily interact with the various authorities in the port community through a single multi-channel access point which is available 24/7.

Moreover, an integrated platform will facilitate the connectivity, interoperability, efficiency, transparency and scheduling in international trade operations, through the integration of bodies such as the National Port Authority, a strategic partner in the development of the platform in its capacity as leader of the National Port System; the Maritime Authority; Health Authorities (DIRESA and SENASA) and the Migration Authority; as well as applications in the operation of the terminal, shipping agents and maritime agents, banks’ financial applications or payment portals and other electronic governmental administration agents. The system itself automates the work flows and directs the information to the corresponding bodies to ensure compliance with operating and legal requirements.

In addition to complying with international regulations and the recommendations of the International Maritime Organization (IMO), Indra’s technology will optimize, automate and speed up the port procedures; it will reduce costs and increase capacity at the ports, and it will facilitate greater control and monitoring of the transactions and the goods. It will also ensure a 100% paperless port, making it more sustainable and environmentally friendly. In short, a more efficient, safe and sustainable port operation.

A benchmark all over the world

The solution Indra will develop for Peru’s Ministry of Foreign Trade and Tourism is based on the Maritime Single Window from its Mova Traffic solutions line, which facilitates the comprehensive and optimal management of the ports. Mova Traffic enables improved operational processes and offers a higher quality, more efficient and sustainable service, as well as greater efficiency in the use of public and private resources, thus improving the competitiveness of the ports, contributing to the economic and social development of the port and its community.

The company has implemented its Single Window or Port Community System solutions in countries such as Spain, Cyprus, Portugal, Morocco, Angola, Cape Verde and Chile. In Uruguay, Indra’s technology controls the entering of goods through customs at the port of Montevideo.

Indra has been one of the leading technology suppliers in the Panama Canal expansion and it has modernized the Panama Maritime Authority’s information management systems.
